HEALTH, SAFETY & ENVIRONMENT MANAGER
Develops and sustains a Quality Management System (QMS) which contributes to the supply products tested in accordance with customer requirements. Leading and handling of customer complaints. Provides continuous leadership to all HSE activities of the Singapore plant facility to ensure the health, safety and environmental compliance objectives are met. Initiate, maintain and support the HSE program and ensure a safe and healthy working environment and the organizational HSE practices are in compliance with all regulations and laws for the Singapore site.
RESPONSIBILITIES
Management of Direct Reports
- Lead and supervise HSE professional team and ensure a safe and healthy working environment
- Provide coaching and necessary training to subordinates and ensure they are well equipped with latest statutory knowledge and requirements;
- Facilitate an effective performance management process for direct reports.
Safety and Health
- Define, initiate, distribute, coordinate and audit the Safety and Health aspects of the Risk Management System.
- Direct and manage the Safety, Health, Security and ensuring that appropriate technical advice relevant to regulatory (non-equipment related) is given to all operating, maintenance and technology service departments on site regarding these specialties;
- Chair monthly safety meetings in the absence of Site Manager
- Analyse records of workplace injuries, illness, and absences to identify areas of concern;
- Create workplace safety and health awareness through various plans and activities;
- Ensure that the site complies with all legislated requirements and standards regarding HSE, security, transportation of dangerous goods, insurance underwriters and emergency services as they apply to the company, its employees and the community;
- Approves all Site HSE Standards and the Emergency Response Procedures
Safety and Health
- Establish procedures and guidelines to monitor the organisation’s compliance with external environmental regulations and standards and internal environmental policies and management systems;
- Analyze the environmental reports prior to the submission internally and to external agencies
Legislative and Organizational Compliance
- Ensure the organization maintains all quality, safety, health and
- environmental compliance requirements with ISO 9001 and Environmental Safety Standard 14001 and SS506: part 3
- Create and review the organization’s HSE policies and procedures and ensure it is in line with statutory requirements;
- Plan and educate the workforce on the Group HSE policies and procedures and ensure the compliances
Quality
- Ensuring that local manufacturing processes comply with global manufacturing standards
- Determining and agreeing in-house quality procedures, standards and/or specifications. Ensure conformance to ISO9001, IATF 16949, Kosher and Halal.
- Assessing and ensuring customer requirements are met
- Reviewing and completing customer survey and self-audit
- Specifying quality requirements of raw materials with suppliers
- Investigating and setting standards for quality
- Working with operating staff to establish procedures, standards, systems and procedures
- Acting as a catalyst for change and improvement in performance/quality
- Analyzing and distributing statistical information
- Manage monthly quality report
- Supervising QA specialists and QA lab Supervisor; determining training needs, monitoring KPI, discussing problems encountered
- Contributing to the global Quality team Tele/video conferences
- Reviewing and discussing root cause and corrective action on customer complaints with Quality Champion and process owner
- External audit preparation, monitor and follow ups action plan till closure
- Ensuring Lab projects on time completion, resolving obstacles encountered
- Ensuring Lab timely completion of raw materials verification/ testing, intermediate and finished product testing, data integrity and resolve problem encountered
- Ensuring Lab instruments are maintained, calibrated and aligned with R&D and other sites. Adequate manpower, equipment, consumable materials to support the operations
REQUIREMENTS
- Degree in Environment, Safety and Health Management or Degree in Chemical Engineering with Specialist Diploma in Workplace Safety and Health;
- 5 to 10 years of HSE working experience in Petrochemical process industry;
- Excellent knowledge of local HSE legislation (WSHA, WICA) and practices;
- Good understanding of ISO 14001 and ISO 9001 requirements;
- Must be Computer literate (Microsoft Word, Excel, PowerPoint, Lotus Notes)
- Strong problem solving and leadership skills
- Excellent communication skills into all levels of the organization
